With Target & spying inside the store, my understanding is that only works if you have the Target app installed & active (no data is gathered through the lights, it all goes through the Target app on your phone - bluetooth on the store's lights is used for location within the building).
Plus the Target store near me for the outdoor parking lot lights still have metal halide. I think soon that would change. Already inside the Target store near me has those Lithonia LED troffers.,

Like I mentioned, to me it looks like a motion sensor...I've seen parkinglots (not at a Target) with such a setup where the lights dim down after there's been no movement for a given amount of time, then if a car or person passes close enough to the lights they return to full brightness. (I'm thinking this is one of those systems)
The Target closest to me is still HID, as are a few others I went to recently.
There's another that has converted to LEDs similar to these.
Ok, so I looked at the brochure of the Cooper Galleon LED area lighting fixtures, and indeed that is a occupancy sensor! Possibly a dimming one. Which is an option for the fixture. So @xmaslightguy, you're correct.
