Well the manufacture can't be confirmed as these where sold under 4 brand names but you can call it a Tomas & Betts model 25.

It is certainly an ITT Series 25, as ITT owned American Electric during the 70s and 80s.

And, The most popular fixture used by Xcel energy. I mean these are everywhere in the Denver area!

AFAIK, all Model 13 and 25 lights are ITT, since they were discontinued in the late 80's and T&B didn't take over until 1992 or so.

Not true, my model 13 and model 25 are both made by Emergi Lite.

Yeah, AE made the model 25 first. It was a slightly different design though. This would be ITT though since it's in the US.
