The flashing yellow arrow isn't used in Canada from what I've seen. Most of our protected/permissive lefts use 12-8-8-12 heads with a bi-colour arrow.
There's even still some of the old
"Flashing Green"
signals and some 12-8-8-12 heads with green only arrows still in use.
