I realized that this was made in February, 2001, not August. Because the OVH has a date counted by weeks, I am sure this is the same, so I am thinking this is the 8th week of 2001, not the 8th month.

Yes, it is in weeks. It can be confusing though with the first 12 weeks. I get thrown off all the time by that.
