M-400 R2 label.
Here is the label of the new M-400 R2.
I noticed the thing says "Wired for not" So I guess that means this wasn't originally wired, they let the linemen take care of the voltage input since this is Muti-Tap. Would you think that?

That's what I would think too, if it was wired for one voltage it would say something like: "wired for 120v" on it.

Yes. The GE multitap ballasts are not wired from the factory. The customer has to do that.

You can get multi tap ballast wired for a desired voltage, the mass dot does it all the time.
