Tacky Wiring
Talk about some quick and lazy wiring, I believe what happened is they cut the wire to the Twistpak and then put in this overhead feeder, however they decided to wrap it around the new arm 10 feet up and then just leave the wire hanging down to the light.

LOL for a second there I thought the TwistPak was on the same pole as the OVH. xD You took the picture at the RIGHT angle.
