Some look dimmer than others. Are they cycling or just the angle of the reflector? They could be on because they are being tested to find bad lamps. Also, all those shields on one side are there houses on that side not wanting to be lit all night?

They probably are running on all 3 phases, that would account for the difference.

I think the dimmer ones may be cycling, while I have seen them all on for maintenance this was a on Sunday after noon and there was no sign of any crew around, I think it was just the group relay PC dayburnning and they where off two days later (new PC), to my knowledge it is single phase in these poles (I have never heard of three phase around here for lighting)

Pretty common here for high masts to be 3 phase, you can tell just which phase has popped a fuse by seeing how many of the 6 Beka 400W are not on as most are dayburners due to cable theft.
