It makes sense since the sign is yellow and LPS is long tubular, last longer than slimline fluorescent.

Doesn't LPS last around 18,000 Hours?

LPS last longer even then fluorescents operated by preheat magnetic ballasts. But still, they usually operating without preheating the electrodes at all, and so are more sensitive to ignitions then common fluorescent systems.
The reason why they have a longer life is mainly because they suffers from ignition only one time a day.
Anyway, the crossing signs in Israel looks significantly different.
They are blue square signs with a white frame, white triangle and a black picture of a people crossing a pedestrian crossing and are lit by a fluorescent lamps.

These are always lit, so I don`t know if that would increase of shorten the life.

Looks like it's a older incandescent one too, although the visors are missing.

These don't stand out as well as they were designed to with HPS lighting the roads. These would stand out better if utilties used CMH.

Yep they would have been much better back in the MV days or in downtown Toronto where MH streetlights are more commonly used.

I think these still stand out quite well, but I also agree they would of stood out more back when mercury was used.

Someone at Internet Movie Car Database grabbed a picture with this type of pedestrain crossing light at the first thumbnail at background vehicles at Balance of Power, Movie, 1996.
