why they did'nt removed the arm or put news screws directly rather than wasting time ?

They likely sent out an emergency crew to secure the fixture so it didn't kill anyone. The emergency crew is probably not qualified to fix something like this.

Here, NGrid would just send a crew out to cut the wires and take the arm back to the yard to scrap and then never bother fixing it. They'll just leave the pole up with no arm til the end of time. This pole's arm has been missing since 2008! And still they've not fixed it! They never will either, since RIDOT is supposed to redevelop the interchange since the bridges are crumbling apart. In fact, the concrete columns have corroded so badly that they are no longer strong enough to stand alone! There has been no official announcement of the bridge's replacement other than it appearing on a list of the state's structurally deficient bridges. This ones was placed as critically structurally deficient.
