I could tell this was in New Jersey due to the arms that the traffic signals are hanging on...never seen this set-up in New York. Nice catch!

This long scroll arm is still working and exists in ridgewood, NJ. this town is gumball heaven.

i suppose you could actually make an arm like that with a hydraulic conduit bender

Our older signal set-ups were hanging like this. Now they're strapped to the mast arm.

Aaron, if it's 1 1/4 or less you can use a simple bender....although the 1 1/4 can be really hard to do by hand!
