At least that RAB flood appears to be wired correctly.
Definetly mounted odd though.

Well as "correctly" as using an extension cord to power it can be.
Plus they use the top hole on the box, the bottom would be better to avoid any water getting in.

Ahh. i didn't even think about which hole it went into... I thought that extension cord looked more like gray duplex wiring.

It looks like that extension cord was strung overhead too, and is that rope tying the fixture on?
