Why didn't they use the mini teardrops for the lower ones?

Yeah the lower teardrops look way too oversized. Maybe it's cheaper for them to order the same lume?

Hey if you still see the linemen....maybe ask where they put the scrap? Maybe Form 109 and ballast is still.....in good condition?
