Hmm. Never heard of a drop grid ceiling being used for an outdoor parking canopy. Nice to see them using T12. I would have used vapor proof fixtures though.
Yeah we have a few here , some use 8' slimeline lamps in vaportight light fixtures the 60W flickers somewhat in the winter even with a cover!!
Also if the T12s are run 24/7 they won't go out , even if the ballast is 50F minimum starting temp! Better to use 40W lamps not the 34W junk and keep all 4 lamps and cover on to keep the temp up in cold weather and they should be bright

This setup looks horrendously underlit. Let's leave the fluorescent troffers and drop ceilings for inside the building and use metal halide or high-pressure sodium lighting in parking garages
