Strange why the exif data of this picture, don't inserted.
But i think that the reason this picture looks dark is because it was photographed with a very short exposure, or with a low ISO.
You can see that there is no any street lighting installation here: The neon signs lights the road.

This actually is a shot of a video of a TV show...so a CAMERA was not used....so it WON'T have a EXIF....and its an old TV show too
Patrick from Lighting-Gallery.net has explained to you why the EXIF isn't on every pictures.....sometimes they get removed when pictures are edited, sometimes they never have it in first place, some are purposely removed.
@dor123: This picture was captured from Microsoft Windows Media Player 9 into jpeg file from DVD disc. That is why this file doesn't have extra information.
