Excuse me, but is there seriously two PCS (they look like FP ones)stacked on top of each other? Why?

The bottom one isn't a PC but a plug thing to feed electricity from the light thing to the device on the pole. And the top one is the actual Photocell. It's easier to do that than to get extra wires and all that.
