these old lights appear to have been leased from calectric back in the day, it appears to be an old city parking lot or street. the flat bottom OV-25s ran on a multiple circuit. the refractors are gone but the 400w mercury lamps are intact.

Before the 70s it seemed to have been mostly Westie and GE with a little Line Material mixed in. Then in the 70s it was mostly GE with ITT a little less frequent. In the 80s it was mostly GE with Thomas and Betts/ITT and now Cooper (just the OVC). The OVM and OVS were used on RIDOT lights, but it seems they weren't used on wood poles, just the OVC in 50 (and sometimes) 100W HPS. Then by the 90s it was GE and T&B. Then when NGrid took over, they used up NECo's stock and continued using only GE, turning to Cooper when they're not impressed with GE's quality (why they turn to cooper for better quality is beyond me...)
by the way i found a couple 60s-70s pics of downtown Hemet, CA which was one of the Calectric towns. all the lights were flat bottom OV25s on concrete poles just like the above, except the overhead wiring for the lights was present. the signalized intersections had form 400s, i think they were state owned as this was on a state highway.
