It's pre-vandalized at the factory so the vandals keep away. Almost looks like someone powdercoated grandma's old cooking pot and installed a flashlight inside.
I wonder what the deal is with the clear plastic rim. It serves no purpose whatsoever. It's not prismatic so it doesn't direct light, it's not frosted so it doesn't diffuse light, and it's not decorative by any means. It would honestly look better without it.
