We have a building that is lit in a similar way in Baltimore City, but they are actually 1000 watt MHs but they have a very bluish-greenish hue shining on the building!
Either they are actually MV, or they are Pulse Start MV which will NOT be banned due to the MV ban. The bad side of the pulse start MV is shorter life....
@FGS: I guess they define the "EOL" as 70% of intial lumens (and not "50% fully dead"), then it is quite good result for MV (they are mostly at ~40% lumens at the "old definition" rated life). At second, they operate at increased pressure (see the CRI, it is about 20, while "standard" MV has ~15), but i think this is more result of the smaller arctube seal (only one conductor has to pass), what yield higher temperature of this usual "cold spot".
Looks like a green metal halide lamps as the light is too green and bright for clear mercury lamp. this could be overexposured picture. here in israel floodlights that lights buildings are only equipped with HPS and MH lamps.
Slim chance this is colored MHs. They're really expensive. Mebbe they're greened out from age. I have seen them this green.

I don't know of this brand. here in israel there is no bulbs production and the only companies that manufactures and exports fixtures and ballasts to the world are "Gaash Lighting Factories" for fixtures and "Eltam Ein-hashofet" for ballasts
