I should of known this was an OVX. xD The screw holding in the reflector was a dead giveaway. OVS's had the little clip under the latch holding it in like my L-150.
This must be a REALLY early OVX. One of the first ones out.
It's a feature when you can easily remove and replace a ballast by simply unscrewing one screw and the whole ballast assembly swings out and then unhook the ballast tray off the hidge and you put the new ballast hinge........it's kinda like a powerdoor.....note the cap on the picture is attached to the ballast assembly and not the body.....
Notice it has a connector, so you can unplug the old ballast and plug the new replacement ballast!
From what I know, its only available on OVD, OVF, OVY and OVX......
By the reflector having a different design. The FCO reflectors had the older OV-15 design while the drop lens has what we all know. At least that's what I think, because all three of my OVX's are made in August 2001 and the two FCO ones have this reflector while the drop lens one had the other reflector.
I don't really agree, we have thousands and thousands of FCO OVX AND OVZ. (OVX owned by state of MD and OVZ owned by BGE) and they do have the "Mickey Mouse ears design" on the reflectors.......

BTW, what is the Swing-Down ballast bridge?

@ Devonte; i was referring to Ian's comment, "This was an FCO due to the reflector being this way."
