Geoff, ( gmerc) hooked me up with these LED's. They work great and are very bright. When my gargage door is open and the LED's are lit, it lights up the front of my neighbors house across the street.
I have a NOS GE red LED lens, it's a 10W and it's really bright! But the green lenses are definitely the worst when it comes to brightness! They're so bright!
I have a red-yellow-green GELcore LED's, I need a signal to put them in though.
I also have a yellow Leotek and a green Dialight Non-Pixelated LED modules that look nice, the green kills my eyes. xD The GELcore green ain't as bad.

I found in their site, that the LEDs in their traffic signals are Luxeon High Flux.
They consume 9W (Both the 12" and the 8" siganls) and produces >400 cd.
The phantom effect, is an occasional false signalling caused by sunbeams. This is prevented with both the traffic signals with incandscent and LED optics of them.
