Yeah in your original pic of it still on the pole I thought that was the "eye" too!

It's some kind of component. I opened the thing up and there's wires going to this thing.

2-69 on the battery-shaped thing is probably a date code.

It makes sense. I'd guess Febrburary '69 normally but not if the PC itself is from '65.

Maybe I'm thinking the Bonusline lamp that came with this fixture. But February 1969 seems reasonable.

Very, very unlikely since the lamp is the wrong wattage. It's a slight possibility the lamp was installed NOS or maybe the lamp in the box was dead so the lineman installed the only MV lamp he had on the truck to get the fixture working?
