I presume a mast arm for a traffic signal will be attached to the pole?

Is this traffic light mast arm the same age or older? I have never been able to figure out how old those traffic light truss arm masts were....but there was a lot around when I was living in Cook County...The ones that looked original to those truss arm were those Bullet Eye style traffic lights (the ones that has Target style back patterns...)
