Harrington Seaburgh Four Way
This is from the 1920s. Back before there was uniformity, note the green lenses in this signal are on top. There is a lamp in the bottom of this signal as well. Many four ways made in the 1920s through the early 1930s were made with the down-light option. It was a way to light up the intersection at night and a means to see a police officer in the intersection.

 Harrington Seaburgh is the parent of the company that would eventually be renamed to "Eagle Signal" in the 1930s.

Neat 4 Way!...are these lenses smooth with no refractor patterns whatsoever?

They are Harrington Commands. The letters aren't painted, pattern is thin hatching. Harrington Seaburgh's command lenses are rarer then Crouse Hinds command lenses. CH commands are about $250 per lens. Harrington is about $400 per lens.
