Another traffic Signal setup

In Lubbock, they look like this typically anywhere you go in the city, with the highway shield on the sign if the road it is signing is a state maintained road (or US highway or interstate) and horizontal, probably because of the wind, my whole trip the past two days was just fighting wind so. xD
