I never see anything like this here, Xcel energy is very neat with their wiring. They make sure to do it right. They don't get lazy with it. Even with TEMPORARY Installations. It's all neat.
Well they redid the wire entry on those fixtures I linked to but that overhead feed is still there, I guess they never bothered to run a new feed underground.
And I've only saw that in Toronto, I've never seen the utilities elsewhere do something like that.
There are ways to make things right, but many people are just too lazy...
