This having the main disconnect outside seems a little odd and pointless...

There's one in our main panel too. Not sure why.......we are the only ones too have it.

Outside disconnects and the combo breaker panels with the meter next to it aren't common here. I'm not sure if they're allowed here though since they're not sold at the box store anyways.
