An energy saving CFL retrofit for 12V halogen capsules in Home Center shop in Tel-Hanan center of Nesher city

Here is one of the several helical energy saving CFL retrofits for 12V halogen capsules, i found in Home Center of Tel-Hanan center.
All of them were 2700K except one that was red (And i think that the red lamp was mercury starved and the red color is simply because its buffer gas is neon)
Judging from their T1/2 tube, they are cold cathode fluorescent lamps.
The reason why this lamp in this picture is yellowed excessively, is because these CFLs flickers 100hz because they're operated not by HF, nor preheat magnetic ballast, but by a simple capacitive ballast that contains only a series of resistors and capacitors.

I saw in my life, three CCFLs with neon in their buffer gas:
1. On a CCFL in a Mustek flatbed color scanner, in which the scanner lamp suddenly began to glow a red color instead of white, which i think because of mercury starvation and the presence of neon in the buffer gas.
2. On a CCFL in our past HP Scanjet flatbed color scanner, in my mother home, in which both ends of the scanner lamp glowed red (Can only be a presence of neon).
3. In a past hollow cathode fluorescent sign in Canyon Haifa mall, in which the electrodes had a red negative glow (Similar to case 2).
