It's not like a cobra where you can just open a door, you have to remove about 6 screws to access the ballast.

Well they want the ballast to be protected, the lamp requires just four latches to be released to access it though.

how come you can't get to the ballast by opening up the lamp door? Four latches is quite a bit too, but it's better to be safe than sorry.

Probably because how the fixture was
designed,
the ballast is in a separate compartment from the lamp.

I agree. Keeping the lamp and ballast separete keeps ballast wear down.
