This glare shield appears to have been modified. The pole that this light is mounted to had been renewed. I'm thinking, while the fixture was down on the ground, a homwowner added additional shielding. Who ever did it, probably wasn't too happy with me when I was done, I had orders to remove it!
Well....some people feel more protected to have more light...too....while others hate it...but they CAN either PAY the electric company to have bigger shield or special custom ones or have a petition in the WHOLE neighborhood...and if everyone agrees then they will....but the problem is depending on area and neighborhoods..some neighbors want the light as widely spaced areas and some neighborhoods has so much crime that people feel safer having the light.....but neighborhoods can get together and make agreements and they can ask the electrical company to make better sheilds or whatever...or if one person wants sheild while others would prefer some cases....then sometimes the person who wants shielding can PAY (not sure monthly or one time) but pay for it...
People would also have to talk to the municipalities too about this since they're the ones who actually pay for the lights and they're the only people that really have a say so.
