during pole renewals here, anything that isn't owned by Natioanl Grid or the phone company, etc will not be transferred. That's why all the street signs and stop signs have been disappering latly.
Here the utility company transfers all of their stuff over and will leave the light and arm on the ground (if there is one) which usually gets put back up within a week. Then they will chop the pole off at the telecom wires and give the phone & cable companies a chance to transfer the wires. Once that happens which can take years, they will come and remove what's left of the pole, I think they tell the city that the pole will be removed if there are signs on it.
National Grid owns the poles and lights, so they transfet the lights. The fist thing transferred to the new pole is the high voltage lines, 120/120/nuetral wire, and streetlight. The phone company transfers their wires, then the old pole is initially removed.
Is that a lamp cord powering it?
