Gangster territory.
You'll find shoe on powerlines like this in Providence, Central Falls, Pawtucket, etc.

I saw this on Wadsworth and 285 (Well close to the intersection) o.o And also I saw one at a college campus.

Yep, that's what it signafys. I was using the term "territory" because the shoes could mean other things that I'm unaware of....
