Thankfully that isn't done anywhere here, of course we seem to replace traffic signals as soon as they turn 20 years old, if not sooner. Some intersections have been replaced after less than 6 years.
There is no wiring like that here. Xcel energy is good about messy wiring. So you don't see poles wired like up there. Sometimes you see light poles connected to the ground with overhead wiring, but those feed in at the arm's end so it still looks neat.
Here sometimes temporary overhead feeds are neat looking and tend to get fixed quite quickly, by the looks of this the underground feed failed and they had no plans to replace it, the same thing happens in Toronto. Toronto is just as big a mess as this.
Any overhead feeds here are done by National Grid so they're done with the utility cables and done right. RIDOT seems very closely tied with the electric company. I think NGrid may own, service, and maybe even install some if not all RIDOT lights. I'm not sure though; just a guess.
My guess is they took some linemens grabbed the housing and broke it out that way, I don't think tin snips would quite cut it (no pun intended) My wouldn't anyways.
Overhead feeds aren't that common on metal poles anyway, you see them from time to time but not often.
WHY do that?!
