No, this is owned by NGrid if indeed it's in Attelboro. NGrid doesn't normally use those insulators though so it's a bit odd seeing them... Neutral

This in North Attleboro, which is municipal. National Grid does not use vice top insulators which mike pointed out.

Does that mean the utility is municipal-run? Is that like a co-op?

Municipal are town/city owned utilities usually run by a manager. HG&E is the same thing and that is my provider at home. I work for a investor owned giant utility consisting of 3 states and over 3.5 million electric and gas customers.

If I can get a chance, I'll get some photos of the different utilities setups here in my area, there are 7 in the western half if the state.
