I don't get this...perhaps the light that is off is on a backup generator or something? Or for some instant light while the MH highbays restrike if there is a power interruption?

Some backup fluorescent lights do not have an AC ballast only one for lamp killer emergency mode when power goes out it comes on...most have a toggle switch near the fuse and red/green light

They have a diffrent ballast set up in the light. they stay on when the power goes out.

That's what I guessed...or like I said wired only to a backup generator...
