Six?! Never seen this set-up before! Didn't know it was a thing lol. That's a lot of weight on two arms! Unless the whole thing is one tenon that slips on over the top of the pole, which it looks like it might be.
I agree, 1000W each would be overkill, but if 400W, this set-up is not necessary since two 1000W heads would have put out more light than these six 400W heads and used less energy! HIDs are exponentially more efficient in higher wattages than lower wattages, so one 1000W head is way more efficient than four 250W heads. That's 100,000L for one 1000W MH and just 92000L for four 250W heads. However, you get more redundancy for the lower wattage heads and typically more even illumination (assuming that either way all lights will have their own poles, which is hardly ever the case...)
This is one odd looking setup. I wonder if they used 6 400w heads to get more light output but still use the same 400w lamps and fixtures as the other poles with 4 400w heads.
To me these looked smaller than the 1000w units I've seen at other places. So I guess 400w then?
Also the poles with 6 were near the entrance to the lot, where the 4x did the rest of it.

I think the whole arm-structure is one piece.
