And i think i got it. they didnt have enough room to put it on the same height. you see rings. and there isn't enough space to put 2 rings for that traffic light... is that right?
right....but note that the left turn lane is separated by the median which is very unusual setup. now my guess for low mounting is here our steering wheel is on the left seat....so if the traffic light was higher, you wouldn't be able to see it cuz the roof of the car would block the view as you would have to see it from the right side window......
We have similar setups in Calif, that LA county calls hi-lo because they are used for median left turns. The hi-los are being replaced by mast arm signals due to so many getting hit and knocked down.The MUTCD requires at least 2 signal indications, and this would be closest to the approach. BTW in addition to the missing visor, the hand-hole cover is missing too, allowing assorted critters inside.
Mounting a traffic signal this low is just not good. People who want wire might get in these or take stuff off it. They would need to lock these up. To prevent thieves from stealing stuff.
