Traffic lighting setup.
This is one of the traffic signals in Mountain Home, Arkansas.
Not a common one, prolly the only one like this.
You see an M-400 a2 on the pole, and the traffic signals are incandescent. Looks like they didn't upgrade to LED ones yet.

we have similar setups like this....Oklahoma almost exculsively uses this style,well at least very similar.

From my experience (spanning 16 years across both major metros in Oklahoma) that state never really had a 'standard', especially in Tulsa, until about 2010. This setup here is actually very common in states like Arkansas, Illinois, South Dakota, and Minnesota, and it's one that I personally prefer.

This town is now where I will be living. Picture was taken long before I actually moved here but this intersection is actually pretty close to the rent house I am currently in right now. Still gonna be in Colorado for a bit but where this picture is taken is now where I will end up living.
