This isn't in my area but was on a trip, for most locations an arm this small is rather useless.

I have seen 4 foot arms on larger roads in this area...

4ft is the smallest we use here, but even they aren't installed any more now it 6,8 and 10 ft for the most part.

6 feet is usually used here. 10 feet otherwise.

There is a mobile home park in this area that has it's roads lit with some old mercury cobraheads on 2 foot arms. Most have badly yellowed/browned refractors, and a few are missing theirs.
