This is actually a type of traffic light sensor that uses sonic waves to detect cars. It works same way like bats sends a sound & it bounces on surface back to the bat.
You see them around Baltimore City, and the ones still standing, not all of them but some are still in service, almost all of them that still is standing from what I was told. I believe those are General Electric since the slipfitter on the "drum" is EXACTLY the same as my GE Form 175 Remote & my old General Electric NEMA slipfitter!!

There's a pic of a early sensor on the second link that was activated by using the horn.
Not sure on the other detector that you described though.
