1980s MTO Bilevel Lighting System
The section of the 401 through Oshawa has a unique lighting setup, there are two cobraheads on each side of the pole. I believe this was a test install by the MTO to test a bilevel lighting system where the second light is shut off when traffic volumes decrease to save energy. 

I believe the original lumes used on this stretch are 100-150w HPS Powerlite R37s some of which has since been replaced by other lumes with the same wattage. Fun Fact: That GE M-400A3 is 100w HPS.

Yeah since the MTO later switched to using highmast lights instead of cobras all together.
