There's still lots of incandescents around where I'm from.
Here's a notable setup, all 3 are completely incandescent.

Interesting, I also kind of find it strange to see incandescent signals paired with LED street lights (if you turn around). We started converting to LED in the early 2000s so there's only a very small handful of signals that are full incandescent.

There are incandescent traffic signal lights at
Roswell Street, NE at Park Street, SE/Austin Ave, NE, Marietta, GA, USA
