do you report the lights? Here if i didn't report fixtures that didn't work there would probably be a lot more that don't work. For HPS lights, I will target dim 250W lamps (GE had an issue in the 90s that made the lamp dim out after a couple months, they loose vacuum so they don't get hot enough to warm up all the way), cycling or out lamps, and lights with missing doors. I will report lights with broken or missing refractors but i usually wait until either there's another issue like cycling since a lot of times the lamp will last longer with no refractor since there's less heat build-up.
for dayburners, I'm actually less concerned about those. NGrid overcharges for the lighting fees plus they still charge for non-working lights so the dayburners sort of level the playing field a little...
