Why my pictures don't appearing in the public galleries?

You can add your images to those albums by typing a particular term into the "keywords" section when uploading or editing the photo. For example, you would type "indoor_fixtures" to add the image to the "Indoor Fixtures" public album or "lamps" to add the image to the "Lamps" album.

I'm guessed that I would need to uses the keywords for this.
However, when I enters the list of existing keywords, it says I don't have permissions.
