Two circuits.
The tower on the left is the single 115 KV circuit, as the three wires on the right are not energized.

The tower on the right is the single 240 KV circuit, as the three wires on the right of this one as well are not energized.

Not sure why they did this, but I think they knew there would be city growth in the future so they wanted to have the extra areas for more circuits so when they add more circuits they don't have to build new structures or add anything. Saves money in the long run and if they add any new circuits they don't add many new structures at all, is my guess.

Probably would use this circuit in case of heavy load during peak summer demand Confused
