Two failed 28W T5 in a Gaash Sealight in the storage of Carmel hospital

I've seen these two flickering for a bit after turning on the lighting, than turned off completely.
The first turning on/off is done by the generators, the rest are me turning on/off the lighting.
The ballast isn't programmed start, since it restrikes the lamps instantly, but it have real EOL protection.
