The T12 40W rapidstart is the upper lamp. The lower is T8 36W with just a preheater with a malfunctioning electronic starter included.
The rest fluorescents in this room, have ballasts similar to the lower one (Preheaters with electronic starters included [Shaingot Electronic Start]).
This is actually how the former Eltam Rapidstarts for T12s of 20W and 40W lamps works after a brief turning off.
When turning on the rapidstart on the first time, it just preheats the electrodes of the lamp and then the lamp then become full brightness instantly, similar to electronic starters.
