I bet what would make these modules look more incandescent is if they put a translucent globe around the LED diodes then it would diffuse the light from the LED's kind of like a coated incandescent lamp, making the outside appearance of the traffic signal more bright in the middle and darker on the outsides, making it look incandescent.

Well I Mean they KEEP that but they add a little translucent globe OVER the LED's right next to them. Kind of diffusing the LED's in there under the Fresnel lens and it would make it look more incandscent.
This module was actually FOUND in a flasher. It has been flashing for a while but the sign was hit or something and the light got taken down with it. I have the little thing that flases the lihght, I forget where it is though...
But back to the topic I meant a globe around ALL the diodes, I bet that would make it look much more incandescent.
